Granted, there have been many reincarnations of that, and the biggest problem is that Anet don't want to spend months on developing a full-featured appearance changer system. So here's the deal:

Make a random appearance change system. It randomly alters your character, like hair and skin color, and it gives you two options: Accept it or not. Each change would cost you 500g.

This could end up to 50000g if you are picky about your appearance. But it would be an easy system to develop, no need to spend months on it.

um no this would be harder than actually making an apperence changer, due to the fact you would need to add a random number generator with set peramiters and then you would have to withdraw each players character and apply the generator to relate to an apperence then replace that apperence with the old apperence cached so that if they dont accept it it can return...... and it would be annoying so yea no /notsigned

and here is another suggestion, i suggest that no one is ever allowed to use the "wouldnt be that hard to implement" comment without taking a basic course in c++.
